Ken Lay, Chief Commissioner, has said that family violence in on the rise and that the problem could not be solved by police alone. He said that recidivism rate is high and that the true extent of the problem is frightening.
Mr Lay said that family violence has had a significant impact on courts and that the courts need to work out an efficient way of dealing with offenders and that police might pursue different models that could encourage offenders to rehabilitate without facing the courts.
